SUMMARY: This rule, adopted pursuant to 35-A M.R.S.A. §§ 104, 111, 112, 115, 710, 4702, and 5102, establishes reporting and investigation requirements for utility-related accidents. The rule clarifies the scope of the privilege against discovery, use as evidence, and disclosure under the Freedom of Access Law.

 

BASIS STATEMENT: The Commission's Order Adopting Rule and Statement of Factual and Policy Basis, Docket No. 96-480, issued February 12, 1997 sets forth the factual and policy basis for this rule. Copies of the Order and Statement have been filed with this rule at the Office of the Secretary of State. Copies may also be obtained from the Administrative Director, Public Utilities Commission, 18 State House Station, 242 State Street, Augusta, Maine 04333-0018.

EFFECTIVE DATE: This rule was approved by the Secretary of State on June 30, 1989 and will be effective on July 5, 1989.
